Work Experience

3.1 Director, Emergency & Field Operations, Save the Children – USA, Ethiopia Field Office: as of March 2006 until now

General: The Emergency & Field Operations Director ensures that the Country Office’s emergency program directions and other development programs’ field implementations are of the highest quality and sustainable to serve the target communities. The Emergency & Field Operations Director oversees the Impact Areas (IAs) i.e. program areas in different locations in the country where the Country Office’s interventions are carried out, and ensure a strong field presence in key Save the Children – USA target areas, supporting field staff and ensuring consistent Country Office led oversight, as well as mitigation of emergencies through its field programs and rapid response to emergencies when needed. The major focus is also programs integration enhancement such that both emergency response programs and development programs should not be stand alone ones but mutually supporting and complementary to each other.

Specific Areas of Responsibility include the following:

a. Emergency Programming, Mitigation and Strategic Direction

  • Lead and provide basic support to emergency response projects,
  • Provide strategic direction and oversight leadership and management support to intervention area staff;
  • Ensure strong response, and continued capacity to emergency response;
  • Ensure that strong capacity is maintained in emergency food,  health and nutrition programming;
  • Ensure and at the same time build capacity to enhance integration of emergency response and other development programs;
  • Network and maintain strong and positive relationship with donors, government, other NGOs and beneficiary communities;
  • Ensure warm and healthy relationships and information exchanges with SC Alliance colleagues in and outside the country;
  • Try to ensure the SPHERE Minimum Standards are met in emergency response interventions and advocate towards meeting the same;
  • Ensure quality situation and accomplishment reports are produced and disseminated to all relevant stakeholders.


b. Field Operations Oversight

  • Provide leadership and oversight to programs in the Impact Areas (IAs) to ensure strong and quality programs in the field;
  • Provide strong Country Office supervision and engagement in the field operations and management;
  • Oversight, provide technical guidance and support to ensure that proposals are prepared in a high and qualitative standards to mobilize resources;
  • Build capacity of Impact Area staff in areas of planning, monitoring, management, and interpersonal relationship;
  • Ensure maintenance of minimum operating standards in each IA in programmatic, administrative and financial management;
  • Capacitate the IAs to be able to workout qualitative and integrated interventions with strong team spirit prevailing;
  • Facilitate and enhance networking and relation building at all relevant levels with all stakeholders;
  • Network with all relevant stakeholders including donors and government bodies to ensure mutual understanding and respect for the organization;
  • Ensure timely and qualitative reports are produced per standard requirements of stakeholders, including donors;


c. Commodity Operations and Management

  • Provide leadership and oversight to commodity handling and management;
  • Ensure that minimum standards are ensured in the distribution and up-keeping of the commodities;
  • Ensure that all commodity related staff in the organization get basic orientation and education in commodity management basics;
  • Ensure that SPHERE standards are maintained to the best possible means in and around warehouses and documentations kept in tact;
  • Ensure that all required standard books, ledgers and ration cards are issued and dispatched to beneficiary communities for smooth supervision of the distribution of the commodities;
  • Facilitate timely and quality reports production for all stakeholders, including donors and auditors;
  • Facilitate commodity audits and timely management responses to the audit findings;
  • Enhance networking and relation building with all relevant stakeholders that would help enhancement of commodity handling and management;
  • Facilitate experience sharing relationship with similar actors, including other NGOs, to improve commodity handling and management quality;
  • Ensure that strict field level supervisions are made at distribution centers to make sure that the targeted beneficiaries receive the food per standard ration agreed upon


d. Personnel Management and Staff Development

  • Supervise and guide the IA Managers, Commodity Coordinators and other support staff in the Emergency & Field Operations Division;
  • Lead and build the leadership and management capacities of the staff so as to enhance succession plan for the future;
  • Ensure that the recruitment of staff is in line with the standard requirement for the position that has to be filled;
  • Ensure that training provided to staff through different means are appropriate and relevant to the tasks of the individuals and the organization;
  • Define expectations from staff and evaluate the same regularly against the expectations and agreed upon action plans;
  • Ensure that appropriate measures are taken towards the safety and security of the staff at all levels;
  • Work towards forging smooth interpersonal relationship among all staff
  • Ensure at the same time that work ethics and performance are not compromised in preference of smooth interpersonal relationship alone;
  • Ensure maintenance of up-to-date and clean documentation of staff files. 


3.2            Director, Relief and Development Grants Programs Division,
            World Vision International/Ethiopia June, 2001- February, 2006

Duties
a. Lead and Manage Bilateral Grants and Relief Programs

  • Ensure alignments of implementation with requirements of bilateral and multilateral donors
  • Negotiate with donors to secure relief and development grants resources for WVE’s ministry
  • Facilitate external resources mobilization from government agencies and private sponsors
  • Maintain strong partnership with government agencies by meeting all the requirements
  • Network with the funding agencies
  • Facilitate compilation of periodic performance reports
  • Facilitate evaluation of grant based projects in collaboration with donors and support offices


b. Provide strategic leadership in disaster preparedness and response programs

  • Follow up events leading to disaster and emergency situations and make all preparations to make prompt response.
  • Follow up development of policies and emergency action plans of the government for timely and necessary adjustment in disaster prevention and emergency response strategy.
  • Maintain and guide core relief team for close monitoring of situations and response to events emerging.
  • Facilitate increase of the relief and development grants resource base of the organization to complement other programs.
  • Coordinate periodic food security monitoring survey and release of information to all relevant bodies.
  • Facilitate preparation and review of proposals for submission to donors for resource mobilization.
  • Facilitate and ensure quality of periodic reports on both relief and development grants programs.
  • Facilitate pre-positioning the organization with adequate infrastructure and logistical supports to respond to emergency situations 

c. Provide leadership and management guidance to relief and development Food Resources and Financial Budgets

  • Facilitate monitoring of the utilization of food commodities for the intended purposes and beneficiaries.
  • Ensure that commodity management complies with donor regulations and standard procedures.
  • Ensure that warehouses are kept to the required standards and acceptable principles are put in place at all places.
  • Ensure that grants and relief projects’ budgets utilization follows policies, financial guidelines, procedures, terms and conditions of donors.
  • Ensure proper documentation of all commodities records and ledgers for review and audit purposes when required.
  • Ensure that service agreements (transport, fumigation, survey, warehouse rent, and port clearance) are up-to-date for expected shipments.

d. Coordinate leadership of Specialized Programs (Water and Sanitation, Health and Nutrition, Safe Motherhood, Blindness Prevention, and other specialized grant programs).

  • Facilitate management of programs that have technical and strategic importance.
  • Facilitate proposal development and marketing to mobilize resources for such strategic projects like WatSan, Micronutrient and Health, Blindness prevention, Safe Motherhood programs, and the like (sponsored by CIDA/WVC and UNICEF, the Hilton Foundation, and World Vision Australia, respectively).
  • Design program and secure funds for similar cross cutting and innovative programs/projects.
  • Facilitate the study and documentation of outcomes of such specialized programs/projects for sharing with other partners.


e. Representation and Capacity Building

  • Act as a focal person with Government affiliated donors such as USAID, EC, CIDA, AusAid, etc. for the organization and network with the same.
  • Attend both national and international meetings and workshops representing the organization as deemed necessary.
  • Facilitate the designing and conducting of capacity building training for all relevant staff to effectively implement program components per set standards.
  • Coach and develop Department Mangers and Coordinators for future leadership positions as a process of succession plan.
  • Contribute to the organizational development process as a member of the Senior Management Team Member of the organization.
  • Perform other duties and assignments given by the National Director and Deputy National Director, sometimes delegated to act on their behalf.


f. Lead and also participate in Consortia leadership and management

  • Played leadership role in Micronutrient and Health (MICAH) CIDA and World Vision Canada sponsored consortium during my tenure as the Division Director (MICAH was implemented by WVE, CARE, FHI, Finnish Mission, CPAR and MKC, WVE being the lead agency)
  • Represented WVE in the leadership and management of Joint Emergency Operation Program (JEOP) USAID sponsored consortium comprising CRS, SC-USA, FHI, WVE, REST over the last five years of its life
  • Represented WVE in the leadership and management of Development Assistance (DAP) USAID sponsored consortium consisting of CRS, CARE, SC-US, REST and WVE.
  • Represented WVE in almost all UN agencies (UNICEF, WFP, UNDP, WB, etc) sponsored meetings related with development and relief programs

3.3            US and Australia Programs Manager
             World Vision International/Ethiopia January, 2000 – May, 2001

           
Duties:

  • Generate and develop resources from government and multilateral agencies, trust funds, private companies, etc.
  • Network with funding agencies
  • Coordinate all grant-based projects for optimal use of resources
  • Formulate result oriented programming with emphasis on gender equity, children, the most disadvantaged groups and environmental sensitivity
  • Represent World Vision Ethiopia in donor, government and NGO meetings
  • Evaluate grant-based projects in collaboration with donors and support offices
  • Build the capacity of staff, communities and the government

3.4            Regional Development Programs Coordinator (RDPC) for the North and Central Development Programs (NCDP) World Vision  International, Ethiopia, as of January, 1997 – Dec. 2000

Duties:

  • Provide technical assistance to the North & Central Development Programs  manager
  • Coordinate the technical work of the socioeconomic development programs planning by the ADPs, in the NCDPs
  • Provide technical assistance and guidance to the PDCs and Assistant PDCs of the ADPs
  • Coordinate and facilitate the budget preparation and allocation of the ADPs  (Program Information Management)
  • Coordinate PIM preparation of the ADPs
  • Develop and disseminate different working and compilation formats for plan preparation and accomplishment reporting
  • Coordinate, facilitate and follow up the purchase and timely dispatchment of the same to the ADPs by the head office
  • Facilitate provision of capacity building training
  • Facilitate the recruitment of manpower for vacant posts of the ADPs

  • Facilitate the technical work of socioeconomic development program planning at the ADP
  • Provide technical assistance and guidance to secotral units and others related with the work
  • Facilitate, participate and coordinate the budget preparation and allocation to projects
  • Participate in and coordinate the annual preparation of Project Information Management (PIM)
  • Develop different working formats for plan preparations and periodic reports
  • Facilitate organization of different economic groups to venture into small-scale enterprise development
  • Prepare and submit to concerned bodies monthly, quarterly and annual plan accomplishment reports
  • Facilitate preparation  and offering of different training programs to the stakeholders
  • Provide capacity building training to technical staff
  • Follow-up plan accomplishments and budget utilization
  • Provide, and facilitate capacity building training to relevant stakeholders
  • Facilitate smooth relations with the local government at different levels

3.6            Head, Macro-Planning Department    Oromiya Regional State Planning and  Economic Development Bureau (March 1993 – December 1995)

Duties: 

  •  Prepare guidelines and formats for secotral and zonal plan preparation for the regional government
  • Analyze the resources potential of the region and disseminate results
  • Assist, coordinate and analyze the regional long- medium- & - short-term plans preparation
  • Evaluate, coordinate and integrate draft plans forwarded by sectoral bureau and zonal planning and economic development departments into the national development plan objectives
  • Cause the study of new development projects
  • Prepare draft regional development strategy
  • Assist in preparation of both economic and social development projects
  • Evaluate, analyze and compile periodic sectoral reports from secotral bureaus
  • Prepare consolidated regional government periodic accomplishment reports to be submitted to federal government
  • Coordinate and facilitate smooth integration of regional government development programs
  • Coordinate and facilitate the planning and implementation of externally funded programs and projects for the regional government
  • Prepare strategies and guidelines for the collection, compilation and analysis  of basic data that could assist in plan preparation
  • Prepare and disseminate policy ideas concerning financing capital projects and follow up the implementation
  • Participate in seminars and meetings in both domestic and international arenas on issues of regional development and investment possibilities etc.
  • Coordinate and provide capacity building training to zonal government administrators and other technical staff
  • Coordinate and facilitate regional population policy studies and manpower utilization.
  • Act on behalf of the bureau head on his absence.


3.7            Economic Development Planning  in the Regional Planning Department of the Ministry of Planning and Economic Development (MOPED) as junior economist, assistant economist and economist = 1985 – 1994

Duties:   

  • Participate  in preparation of short, medium and long-term regional plans
  • Participate in preparation of guidelines; strategies and formats for plan preparation for regional plan offices
  • Assess and analyze draft regional plans
  • Provide technical support to regional planning bureaus
  • Participate in capacity building training of regional planning bureaus technical staff
  • Follow-up and evaluate plan accomplishment and resource utilization of the sectoral offices or  bureaus
  • Participate in annual evaluation workshops
  • Initiate strategies and planning ideas for improvement of both regional and secotral plans preparation & strategies
  • Analyze, evaluate and follow-up of regional industrial plans in particular
  • Participate in the assessment and evaluation of development budgets allocation and utilization by the regions and sectors
  • Prepare guidelines; evaluate the projects that involve utilization of national resources obtained from peoples’ contribution.

3.8 Evangelical Church Mekane Yesus Western Synod, Lalo Aira Secondary School Teacher: 1973– 1980 

Duties:  

  • Teaching mathematics & English to grades 9 – 11
  • Teaching mathematics and history to grades 11 and 12 on and off.
  • Participated in organizing and strengthening peasants association
  • Participated in literacy campaign as member of a coordinating committee at woreda and local level.
